Full fibre upgrade

Sky have contacted via WhatsApp saying I'm entitled to free full fibre but is saying if you have a weak mobile signal don't upgrade. Why is this?

Possibly due no no telephone backup in case of emergency.  Do you have any old style care alarms

It's a stipulation by Ofcom, mostly because FTTP broadband and associated voice telephone service stops working in a local power cut unless the user has acquired a battery backup.
