Sky and other ISPs don't get to choose (or even influence) where, when and how Openreach deploys full fibre infrastructure.
Putting the address into the BT Wholesale Availability Checker should indicate which provisioning type is applicable.
https://www.broadbandchecker.btwholesale.com/#/ADSL/AddressHome
It's the table and the two text lines below it which are most useful.
Remove any personal information (such as the address itself) if you post an image.

Unfortunately it's in the less than tender hands of Openreach then. Sky cannot exert any pressure on behalf of its own existing or prospective customers in a particular location: that's just how the national infrastructure rollout works.

It is possible this was an Altnet installing fibre in the area such as Virgin Media, City Fibre etc. That being the case Sky would not be able to use their infrastructure.

That is very weird that the whole street can get gfast but only half can get fttp!
at least you will have the option of an alternative ultra fast product for a bit of a boost until openreach decide to do the rest of the street
