Does Sky provide a SIP based server for direction connection of a SIP phone direct to a lan socket on the hub.

Yes, but on ethernet. An analogue handset plugged into the ATA by definition isn't using SIP at all: the Sky Talk Internet Calls service on the other side of the ATA may well be, but that configuration is fixed by Sky and they won't want users messing with it.

Sip alg is accessible via the advanced->alg tab in the router settings. However they are designed for the ata socket on the hub not for the ethernet ports

I don't think that's correct: such a setting (if required) would be baked into the configuration for Sky Talk Internet Calls rather than being user-selectable. SIP-ALG is an option on ethernet for 'real' VOIP subscription services, but no Sky Hub model (or other domestic ISP router) would have a full SIP server @Dobes00

The ability to disable/enable the alg is there depending on whether the particular phone supports it. In retrospect whether thats there to support true voip or the sky ata
