The Sky deal is to add 2GB of data to the accounts of Sky Mobile customers who also have Sky Broadband with the Broadband Boost subscription supplement: they have never advertised otherwise. If you wish to have automated fail over to cellular data then you'll need to use a different ISP: Sky doesn't offer that on domestic contracts, although it is an option on their Business Broadband product.
