The system used to deliver your broadband service uses the copper phone line from your home to the cabinet where it connects to a fibre system the speed you get depends on the length of that line. The advertised 62Mb/s is the average speed the several million customers who buy Sky Superfast serrvice get not a promise. When I had that service I got 80Mb/s because my phone line was roughly 300m long. I was helping a customer recently whose line could only deliver 10Mb/s as their line was nearly 2km long. We both would pay the same amount. Full fibre will remove that difference but the laws of Physics mean copper lines lose bandwidth due to length..
Where Sky can seem cheep is where lines can deliver say 52Mb/s if working perfectly but are put on the 40/10 profile rather than the full fat 80/20. You will find your contract mentions that and in day to day use the odd 15Mb/s a customer might lose is not noticeable and many lines cannot as in practice deliver the full potential due to age and condition. However it is not illegal its just what Sky do as always read the contract when you sign up.

I'd suggest 'illegally' isn't a particularly useful concept in this situation.
Meaning misled me and capped my line for over ten years.
Ten years ago broadband products were rather different, though: volume limits based on 'fair use' were much more common then.
