contact information

I am moving home. Why can't my move be arranged online? I don't use the phone as I'm deaf and my options are either phone SKY or ask the community! I'm pretty sure the community isn't going to make arrangements for me and I should not need to ask someone to make a phone call for me, we have laws about discrimination, etc., in this country.
