Fox News withdrew voluntarily due to uneconomically low viewing figures, not (according to them) because of Ofcom censure. However, this could have been influenced by fear of future punishment given how their political stance and style was developing.
My observation about CNN would be that while they certainly have very partisan commentators, this is potentially permitted under the Broadcasting Code: however, blatant bias in 'news' reporting itself is not.

The CNN shown in the UK and Ireland is CNN International EMEA, with its headquarters in London.
It's like a local variant for Europe and is not the same CNN being broadcast in North America. CNN International EMEA follows Ofocm's regulations.
Fox News that is shown across the world is the USA version. (There is only one version). Different countries and territories have different laws about international channels, hence why Sky Italy can show it.
Fox News breached Ofcom regulations multiple times in 2017. (Reference)
An example of this is when Fox News discussed the Brexit vote results on election day back in 2016. This discussion was aired at 9am UK time when the polls were still open. Discussions on the result may only be discussed after 10pm (UK) after the polls close. (Reference)
With its low audience figures, it was easier just to remove it than have to censor themselves or edit shows to meet UK regulations.
