To exclude line saturation with you only having 1.,2Mbps upstream can you disconnect everything from the router, eg: wired and wireless devices for a quiet period when the BQM is running for say overnight, and post the BQM again. And also, post a set of router stats when you are experiencing the issue of instability, please?
[add] And can we see a throughput speed test done on 1 device connected via ethernet to router only from the site fast.com, please?

intesting notion, rather than assume no traffic from a sleeping machine, actually physically disconnect, got to be worth a try as I must admit I dont monitor or sit and watch each 24/7.
screenshot of fast.com for a baseline, with current connection 1 pc and other in standby
will do disconnection of all others over monday night
Moderation note: I've hidden an image that publicly shows a MAC address
