can I have a sky stream account added to my Sky Q account

Simple answer is you can't have Sky Q & Stream under the same account.

you would need a second permanent address and account to do that

And that's not legitimate anyway: Stream has a subscription at a fixed postal address and using it elsewhere isn't permitted by the T&Cs.
