Why have I been charged when I'm not set up?

I was due to get my broadband in on 3rd November. Engineer came out and said something about cables not being up to the house. Open reach came out on the 28th dug holes etc and left. I got a message on 4th saying castings need done and I'll have an update on the 20th December. Yesterday they took 74 out of my account for sky TV and its not even up and running yet, will I get a refund and will my deal still stand (I've got 3 months and 6 months on different packages at discount prices) but if they've charged me this month I'll be losing out when my TV and BB is activated.

@EmmaD1985 Is the tv subscription for glass/stream?

if yes the tv subscription is automatically activated and chargeable 14 days after delivery if you have not done it manually beforehand regardless of your broadband connection status

you would have to wait until everything is up and running before contacting sky to enquire about a possible credit goodwill gesture from sky for days without tv service

but note sky has no legal obligation to refund tv subscription

Not glass, it was all a new set up, but I thought I would of been charged on the 17th of November then cause the initial set up was due the 3rd of November. I couldn't stream the sky any way as I've no BB x

@EmmaD1985 from your second post it sounds like you have sky stream in which case the same advice already given applies
