Posted by a Superuser, not a Sky employee. Find out more@drum2 the simplest way to sort this out is to pay the outstanding amount on the account that's overdue and then request a refund of the overpayment on your other account.
Sky won't be able to put it right by transferring funds,between your overpaid account and the overdue account, so I don't think there's much point contacting them at the moment, even if you were able to.

So sky broadband has given a refund
And for some reason it's gone to my sister's bank account when I'm the phone who has been paying
I don't know how, she has access to my account details online
I say how can she access it, she says when she phones she can find out stuff
Is this true? I have to log in and type in password, she can view my account page, what's been refunded page etc
I'm confused over all this, she knows everything, she said she's been phoning them
I'm confused how she's got the refund and how she can view what's been refunded

sky can only refund to the details held on a sky account

If your sister can log in to your online account, she must have your userid and password. Or, they're easily guessed and she's logging in fraudulently.
I don't understand your next door neighbour's involvement.

She said her old account transferred to my new account
Maybe sky has her bank details on the system years before
However she sent me screenshots of the page showing account number
She sent me screenshots of the page which stated refund
Frustratingly, it doesn't show the bank details the refund sent to when I download pdf
How on earth can she view the account page showing long account number and refunded payment page

That can't happen. Sky don't allow transfer of account ownership. This is all too confused to make sense of, I'm afraid. Probably best for you to follow it up with Sky.
