Setup fee refund?

Paid 99 pound setup fee as the agent's computer could not take £20 ? (He had just taken £5 ) so was promised? £79 refund have been passed pillar to post since 10th October still waiting on a callback from the agent dealing with case and also tv is meant to be getting installed tomorrow

What is this £99 setup fee for if you have yet to have Sky TV installed .?

There was a 25 pound setup fee for tvbb the agent's pc would not take £20 after just taking £5  so he said he would take £99 and then refund £79 still waiting after 4 phonecall and been fobbed off with excuses still not got tvbb until tomorrow?

Will be refunded through monthly payments when I get broadband eventually installed ?
