I have wasted 4 hours on the phone. Its is not just about broadband. The customer service is unacceptable and im leaving after 18 years

Not sure what you want to complain about as you haven't really said.
This link explains the methods of making a complaint.

Sky will then have up to 6 weeks to resolve it or you can then request a deadlock letter potentially allowing you to take it further.

Oh, I thought that was what you were complaining about. Like most companies Sky have customer service centres offshore. They do still have a presence in the UK, but you can't choose which service centre you're connected to.

If you're asking whether a particular number guarantees a UK customer service centre, the answer is no.
