Why have I had to make 2 payments for the same month £63.00 and £71.50

You aren’t talking to Sky by posting here. If you are new to the forum then welcome to the Community which is made up predominantly of Sky customers helping other Sky customers which includes additional help from customers who are Superusers like myself.

Are you a new customer? Do the dates on the bills cover more than a normal month?

Have you  changed  from  sky q  to sky stream ? If so then 1 payment  will your last sky q  payment and the other would be your  first  streaming bill. But without  more information  I am  just guessing
