Paying for max wifi never received it

I have been charged an amount in which I did not agree to and was agreed that due to my wifi not working in parts of the house the wifi max would be sent out to be in April, I have received email confirming of this and was confirmed over the telephone call that I would not pay any extra a month yet I have never received this box and I have been charged the extra in response to this, I would like this escalated please
