Netflix is included in my TV package but my bill also shows a £4 charge for standard Netflix is this right. Seems like I am being charged for something I have already paid for!

Sky do deals with their TV and NetFlix combined - they will always be itemised and billed separately. The question is whether the total price is as expected (and can obviously change)
We can't see bills here nor know what deal you agreed...

@Graham105 Hiya with Netflix it used to depend on what packages you have with Sky, as to how many screens and what resolution you get Netflix in but since December 2023 this changed to the following
Ultimate Package includes
Netflix Standard with Ads in HD

(list cost £4)
upgrade Boost to Netflix Standard (No Ads). HD
Watch on 2 devices
(list price an additional £6 thus £10 in total for Netflix)
upgrade Boost to Netflix Premium UHD (No Ads)
Watch on 4 devices
(list price an additional £11 thus £15 in total for Netflix)
