I believe Tescos have excluded certain stores from this offer.
Did you try to redeem at a self service checkout or a manned till? If it didn't work at the self service checkout try to get a Tesco employee to redeem it on a till as they will then be able to tell if the store is excluded or not.

I have tried two different tescos and the voucher still didn't work

I've had the same issue in different Tesco's with the current Cadburys code, Tesco say it's not recognised as they need the short bar code which isn't included, so they consider this a scam.

Perhaps there were only a certain number of vouchers which could be used, and claims have reached that number?

There are a set number of vouchers that Sky have to distribute, which is why they have a daily limit to claim a voucher on the My Sky app. If you aren't quick enough to claim before thats day's allocation is claimed you are prompted with a message that "all available codes have been claimed for the day" and to "try again later."
