Going round in circles

I have waited 6 weeks for our broadband to be connected, Sky call centres all say it has been, Sky engineers all say it hasnt but they couldnt work out why. 8 weeks later I still have no phone line connected. Ive spent 5 hours on th ephone each time to a different call centre, then put through to someone else to start again. Does anyone know how I can esculate the complaint?
