As you've discovered you can't withhold payment.
I'm being told I need to pay outstanding balance before can speak to an advisor
Yes that is correct.
Restrictions are automatically applied and agents cannot override the process, even if you’re told otherwise.
Sky won’t reinstate restricted services until the arrears have been paid and you’ve also set up a new continuous payment method. Until then any calls to Sky will only prompt you to pay.
Once your full payment has cleared and is in Sky’s account your services should be reinstated, but this may not be instant. Any payment you make over a weekend or on a Bank Holiday won’t be processed until the following week.
You should be able to pay the bill and set up your direct debit via the MySky app or online using this link
https://www.sky.com/manage/bill/As asked by @caesarome what channel are you referring to? Is it Cinema or Sports that may have been added as a trial and you haven't cancelled it so are now being charged a fee?

I presume you canceled your direct debit so Sky could not take any payment. I am sorry to say if you believe have something in your package that you didn't not request canceling your directly debit is not right way to do things, and as you have found out will cause more problems and no way get your problem sorted. If Sky are unable to take payments they as you found out restrict your service and Sky will not speak to until you have paid in full until you have. Phone calls to them just give you amotive message telling you pay the outstanding debt. If you continue not to pay the debt it will probably be put the hand of debt collection agency thus causing extra amounts to be add to your bill. The correct way to sort a problem that you describe was to contact Sky customer service about it. If there was somthing on you account you thought should not be there they would have probably removed it or explained why it's there. Under you circumstances you now need to pay any outstanding amount and reset up another continus payment method like a direct debit. As I said above until that is done you won't be able to contact Sky to sort out your problem. Once you have sorted the outstanding debt then you will be abide to contact Sky customer service and get your problem sorted.
