It's worth pointing out that Sky subscriptions are rarely 'fixed' and you'll be subject to two annual price reviews (normally increases) which are normally in April.
If you’re a new customer your first couple of bills are usually higher, basically due to the dates they cover (more than the usual number of days). In effect you’ll be charged from the date of the activation up until the end of that billed month, and for the next month in advance. Check your future bills to see if they reflect the amount you were expecting. Also see these links

That level of cost can only be possible with a social tariff.

It would be essentially impossible for an Openreach ISP not to make a loss supplying any form of broadband at £15 a month.
Even the social tariff rate is £20 pcm.
