This is correct if you are having Sky Stream installed as the billing starts after 3 weeks as per this:
One to watch out for: If you don’t activate your Sky Stream puck within 21 days of delivery, your subscription and billing will start automatically.

This shouldn't be the case with Sky Broadband.
