The £40 would be the new price you pay for this full fibre broadband product so would replace what you are paying now.
Before upgrading it might be worth you starting a new thread in the Broadband forum here to see if someone can give you some help and advice on your slow speeds so make sure. If you do this then make sure you post your stats from your router as per this
