Didn't say you were criticising.  It's the answer...

They try to encourage you to stay and help other customers - or publicise the status of the user replying to your post.  (Those with high levels are generally more trustworthy)

No: the badges are supposed to be the 'reward'.

It's a built-in feature of the Khoros forum platform.
