someone has accessed my netflix app and locked me out and changed all accounts to another language

Thar sounds like your Netflix has been hacked, you'll need to contact Netflix AFAIK

Unfortunately this crops up quite often but as suggested by @Annie+UK you need to contact Netflix direct.
