Why is Williams and saint not mentioned as contenders when they are the fastest in testing??

Because in the world of F1 testing you can't just look at who topped the timesheets on a given day to see who will be fastest.

 

Weather and track conditions varied on each of the 3 days of testing, so some days the track was naturally faster than others. Also what typically happens during testing is that hardly any of the teams will run with practically no fuel and do some short qualifying speed type testing, normally they will purposely be running with quite full fuel tanks and will be testing things like tyre wear/degradation with all the various different compounds, and they will be trying to get aerodynamic related data so they can make sure the data they receive from actual running matches their projections and numbers from their simulators.
