They tried to launch Peacock a few years ago, but it didn't really work, so it ended up being a short lived on-demand section on Sky. One of the issues with streaming platforms launching globally is a rights issue in the markets they are trying to launch in, which can take years to sort out.
To be honest there is probably no reason for Peacock to launch in the UK, as the Peacock name means nothing, whereas they already have well known brands in Sky and NOW that can be used instead for an on-demand streaming service. ( or indeed even the ITV brand is a bigger brand in the UK than peacock so it would seem strange to swap them over if Comcast do indeed purchase ITV).
