As I understand it that Article gives member organizations the option to exercise such a broadcasting ban. Only the UK football owners actually do this (given they invented the concept in the first place) so its existence just serves to legitimise the choice of the PL/EFL/FA within a wider governance framework.

Premier Sports Ireland has the rights in regards to viewing on Sky HD/Sky+/Sky Q/ Sky Glass/Sky Stream
Available only to watch live in Republic of Ireland and not UK
Sports Extra Subscription with Sky Ireland includes BT Sports and ViaPlay/PremierSports
ViaPlay with Sky TV guide in Republic of Ireland will list as
Premier Sports 1
Premier Sports 2
Premier Sports Channels 1 and 2 in Republic of Ireland
When it's a broadcast from Viaplay you see Viaplay logo on screen
When it's a broadcast from Premier Sports you see premierports logo on screen
Those in UK that have a subscription to Viaplay do not have access to PremierSports Saturday 3 PM premier league live broadcasts
Premier Sports in Republic of Ireland also have the broadcast rights to FA Cup and also premier league games that Amazon get in UK
