The telephone wire is partly down from recent weather and wondering if sky would sory this?

It wouldn't be Sky but it would be Openreach who would fix this but only when it has been reported to Sky, you might be able to do that by running this online test, ignore the fact it says it will test your broadband:

You can also run this test via the MySky app.

If the cable is conceivably a hazard, it can be reported to Openreach directly.
