Unable to make calls to Ireland

Hi
I am unable to make calls to Ireland - the call just stops after 1 second.  No dialling tone - there's no attempt to connect at all.
I've looked online and am a bit confused about what I need to change - I dont think I have reached my spending limit which was one of the potential problems.
Any help appreciated

I also couldn't call the sky help desk

Once I realized that I restarted my phone and can now make calls again
