Is there any time during the day or at weekends when calls are free with the above subscription?

That would be the evenings and weekends add-on: this is marketed as "Sky Talk Evenings & Weekends Extra"

There's also "Anytime Extra" and "International Extra" which are pretty self-explanatory

No. All calls are always chargeable apart from calls to 0800 numbers.
