If you have no phone line, and wish to subscribe via Sky, give them a call to place an order letting them know that there's no phone socket.
If you mean you have a phone line, but it's not working, tell us more - are you new to Sky, or recently upgraded your Sky broadband? Is there a dial tone?

got all broadband etc,but no phone line ,no mobile how do i get in touch with sky.

First try the simple connection test here even if your broadband service is ok: https://www.sky.com/help/articles/broadband-diagnostic-start
If it detects a fault, you'll be able to book an engineer there and then.
