@Kevin_w in a roundabout way, yes.
If you use the call screening feature of the Sky Talk Shield, callers you don't know will be intercepted and asked to say who they are. Only after they've done so, will the caller's name be passed on to you, to decide whether or not you want to accept it.
In reality the majority of spammers etc won't say who they are, so you'll never be bothered by their calls.
