I assume you're referring to a basic landline package as that's where you've posted. The cheapest is the Pay as you Talk package which has no monthly subscription. You simply pay for every call you make.
If you're contemplating joining Sky Broadband the default landline package is Sky Pay As You Talk as stated by @Mark39
