Much of what is advertised is on Peacock US. You're right that UK content is quite poor in comparison.

I can't really understand how Sky are allowed to promote content that is not actually available??

Possibly here, which dates back to the launch and has not been subsequently revised to reflect the significant reduction in content availability. I guess Sky would argue this is a Help page rather than advertising though.
