It seems I can not actually speak to a person to resolve my problem if you no longer provide engineers to assist am I expected to continue to pay for a service that I can not use ?

You can pay a 3rd party company to fix your issue

Why should I pay for a system that has not been set up correctly 🤷♀️

If you have Sky Glass there are no engineers.
If you have Sky+ Sky no longer support it as it's a very old system. If you have Sky Protect through Domestic and General Insurance you can call them otherwise you'll need to employ a local engineer at your own expense or upgrade to Sky Q or change to Glass / Stream.
