Fed up with ongoing app issues and random pixilated pictures, decided to get comfy and call support.
After all the usual resets, long story short, new Stream box on the way.
Apparently the problem with C4 app not loading is a known issue being worked on

Does the Channel 4 app work without issue on your Smart TV?

Yeah, fine on TV app, Amazon cube app and Apple TV 4K app.
No pixelation on any service via those either.
Been getting pixelated and extremely low quality streams on all services via the Sky Stream recently suggesting my unit and or its power supply is going bad

New puck arrived as promised by Sky CS
Installed in place of my existing old owned Puck.
All settings re configured, apps updated.
Works fine so far, all apps now functioning correctly and far faster than on old Puck
Picture quality now looks much more stable.
Will update if any new issues, but looking good so far.
Look like my assumptions were correct, and my owned Puck and/or its power supply were going bad

@jewelskh The puck is another name for the small Sky box.
