Hello there I am trying to join up to sky and a new property but it keeps saying that it has having issues ? Could this be that the 

previous people owe money ? 

there are sky pucks left and the property

Sounds like there could be an active subscription at the property. Previous owners should have cancelled (if able to) and returned the loaned equipment back to Sky.
