I feel Sky Stream offers very few TV channels apart from those available on Freeview. Is it wise to add a Sky TV package so that more channels will be available?

Or are you confusing Sky Stream with Freely maybe? Freely is...... well.... free, but channels are limited without an aerial connected.

Without a tv package then stream won't really work properly.

That's somewhat confusing, given Stream has no functionality at all without a Sky content subscription. It has fewer channels than the satellite platforms, certainly, but the vast majority of the missing ones are extremely minority interest.

Sky Stream Pucks or even Sky Glass TVs have no access to the Freeview Service🤔
A Sky Puck can not access anything without a Sky subscription😉
