When we turn the TV on or off using the Sky Glass puck it always chimes really loudly. How do it turn this off.

This isn't a Stream / Sky OS feature. It'll be part of your Samsung TV.
Take a look in your TV's own settings for something called startup sound / chime / melody (the name changes across TVs) and you should be able to disable it there.

Are you describing a Sky Glass TV or another TV with a puck connected?

Another TV with a puck. It's a Samsung. We have an actual sky glass TV in another room that doesn't do this.
