Downloaded Meg 2 in uhd by mistake wanted to download it in hd instead. But now won't let me and has charged me for something I can not watch

Log on to Sky Store on the website and contact them directly. They'll usually be able to refund you then you can download the HD version instead.

Usually you wouldn't be charged if you haven't started to view it but if you have there is a live chat here that opens at 11am that you can use to contact Sky about it:
