Your Sky bill has nothing to do with you being unable to purchase a film from the Sky Store. If you have never used this before then it might be that your account hasn't been set up allowing you to make purchases.
The reason you can't use the live chat is because it closes at 7.30 each evening but opens at 11am each day so try using it again between these times.
