no signal

so the big storm 2 weeks has moved my dish, i cant get any channels just a blue screen saying no signal, so rang sky (1st time) and was told by an Indian person that can just about speak English that someone will be there in 2 days time, nobody showed up and the that same day i got an email saying it will be the 26th feb before anyone will be out, so rang them again (2nd time) gave off about the Indian perosn telling me lies and told them im not paying anything as i cant watch anything in tv,  and yesterday they took £112 for my bill for something i can watch, rang them again (3rd time) spent near an hour trying to get my money back with another Indian person who didnt known what i was saying and hung up on me, then got an email today they are taking it off my next bill, i won't be getting a refund,  they are quick to take money out but won't give it back only off your next bill, as for sky go app it keeps freezing, and now i can't record anything its on planner to record and wont record

why the hell are we all paying for a service and waiting so long for an engineer, absolute joke and for people who cant understand you really need to hire new people who can speak

You cannot withhold payment.

Once Sky have fixed it then you can ask for a credit on your bill.

It may be quicker to pay a local firm.

Yes, billing continues throughout a fault. I think you've misunderstood what the agent was saying.

it was on the notes from the 2nd phone call i wont be paying anything until its fixed

Not a wise move. Doing that will cause you greater problems. Your services will be restricted, you won't be able to call Sky, later payment fees will be added and eventually Sky could involve a debt recovery company which may impact your credit rating.
