You can get UHD for free on some content from the BBC iPlayer app on most modern 4K smart TVs. 
If you want Sky content in UHD then yes, you'd obviously need to subscribe to their service. Sky Signature and the HD/UHD pack would be the bare minimum on Q.

In short, yes.

 

The HD pack is a prerequisite for the UHD pack.

I am just another Sky customer and my views are my own even if you don't like the answers

A UHD television scales up HD content to UHD, as does a Sky Q box when connected to a UHD television.

 

To get native UHD content (which does not need this upscaling) requires an additional subscription.
