Strictly speaking it's not necessary for the property to have a TV Licence just because a Sky Q box (or any other device) is present.
It's specific usage which is licenceable: that's watching television 'live' by any means, and any consumption of BBC content through a BBC platform.
It's completely legitimate to possess a Q box while never using the satellite tuner to watch EPG channels (or the live viewing function in a channel-specific app) as long as you are ultimately prepared to testify so in court.
Unfortunately Licence Fee enforcement personnel are still likely to argue that the potential for viewing is a factor.

Oops: I missed recording from a live (EPG) channel as an activity which requires the property to be covered by a television licence.
