TNT currently on offer for £18 a month can't upgrade either via my Sky Q box or via my Sky account online says to ring number and I have but have to pay £20 a month. When I said it's on offer for £18 they say I can have it at this price only at £20.

When calling Sky they are within their rights to not match an online offer which is what they have done here. You haven't said what is happening when you try to order it yourself either online or via your Sky box ?
