Moving external cable due to window replacement

Hi, if possible please can someone help advise of next steps as live in a rented block of flats and in the next few months been advised the windows are to be replaced and been advised that external cables need to be moved to allow replacement to take place. 

Would we need a Sky engineer to do this and does this cost?

Possibly (assuming it's accessible) - it would likely cost around £65.
