Have you confirmed with the home management that they allow satellite dishes to be fitted to their outer wall? If not do they have a communal dish?
Surely the TV in his room has Freeview available to watch.

- There is a communal dish it just needs connecting. No he does not have freeview

Hopefully Sky were made of this and will send an appropriate engineer (who will need access to the dish/equipment).

Not necessarily from a point of view of interjecting. The onus will be on you to contact Sky for an update.
On a sidenote …
It may be worth registering him with the Sky Accessibility Team who may be able to help now or in the future. Once registered there are also different methods of communication with this team other than phoning
