How do I find out how many nits I have on my tv?
Panasonic say my tv is compatible with HLG

Your TV is compatible with HLG, but it's just not very good at showing it - that's the issue here.
Low spec, cheaper TV's, which do not have a high peak brightness will never be able to show HLG HDR very well, regardless of what HDMI cable or brightness setting you use, simply because the TV panel itself simply cannot go bright enough to show the increased dynamic range.
You are wasting your time and money on buying more cables and communicating with Sky and Panasonic. The fact of the matter is that your TV can show HLG HDR, but it will always look dark because of the limitiations of the TV itself.
If you want bright, punchy HLG HDR then you need to spend more money on a different TV capable of showing it better.

I've just looked at the review of your TV on Which? magazine and it reveals that your TV has a peak brightness of 280 nits. This is very low and the review mentions that this model of TV is particularly poor with HDR.
To quote them:
We were disappointed by how absent the high dynamic resolution seems to be – the pinpoint contrast that should lift the picture and provide accurate detail in all lighting conditions is weak here.

Thank you everyone it looks like I might have to buy a different tv,so wasted £400,any ideas of a reasonable tv which will be better for UHD HLG?

Price being good is often correlated with quality not being. Some Hisense are ok. Check the peak brightness and see if rtings.com have a review. Which model is it?
As an aside, I'm quite amused at Which, the consumer "experts", not knowing what HDR actually stands for.

Some TCL's come recommended as a budget/mid range tv.

I can recommend an LG just upgraded to a C4 OLED and the picture is mind blowing.

I spent an hour on the phone with Sky and they said its a problem with the Sky Q box and maybe should go Sky stream or Sky glass,they said they will try and bring my bills down to compensate.

Glass is whole new TV... (With a peak nits of around 900)
Stream won't increase the peak nits of your TV!

Please don't be pressurised by a sales person. All they want to do is sell you their product which may not necessarily be the best for you.
It's not a problem with the Q box, it's your TV as you've repeatedly been told on this thread.
