Error message - Because of a technical issue, your download couldn’t be completed. Please try again

I can't download anything, I keep getting this message "Because of a technical issue, your download couldn't be completed. Please try again later." Had the same message for 3 days, I've rebooted 4 times. Please assist

I have This message on all mini boxes and main box. Its been going for over a week! Help!
