If my doaxial cable is cut can it be repaired without being replaced?

Do you mean the Cable from dish to SKY Q ?
SKY won't do such a repair but an independent satellite installer might - although it is possible to be done by anyone suitable.
Is the cut inside the house or outside ?
Technically it can be done - you need two F plugs & and F-F connector
If the cut is outside then this needs to be done so it is fully weatherproofed which can be achieved with 'self amalgamating tape; tightly wrapped around the cables & joning connectors.
